Rolf Swart (1959) holds a M.Sc. from Wageningen University (1986) in land use planning. Rolf's carreer included long-term assignments in Burkina Faso, Rwanda and Ghana. Starting within the agriculture sector he gradually moved over to project management and local governance. In 1997 he joined VNG International managing programmes related to decentralisation, capacity development of the local government sector, fiscal decentralisation and social accountability. He currently manages a business unit in charge of international contracts with a turnover of roughly €15 million per year with 20 wonderful staff.
