Rolf Swart (1959) holds a M.Sc. from Wageningen University (1986) in land use planning. Rolf's career included long-term assignments in Mozambique, Burkina Faso, Rwanda and Ghana. Starting within the land and water sector he gradually moved over to project management and local governance. In 1997 he joined VNG International managing programs related to decentralization, capacity development of the local government sector, fiscal decentralization and social accountability. Rolf is part of the management team since 2004 and currently in charge of driving business growth within VNG International (global lead).
