The goal of the CSF was to contribute to improved citizen voice and accountability for national development and poverty reduction. Through capacity building support to civil society organizations, the anticipated long-term impact is that citizens are empowered to express their views and demand their rights for responsive and inclusive decision-making with transparent and accountable development processes. IDEAL (Inclusive Decisions At Local Level) is a programme by VNG International implemented in seven countries facing fragility or conflict: Burundi, Mali, Palestine, Rwanda, Somalia, South Sudan and Uganda. The wider objective of the project was to build the capacity of local governments in Eastern Equatoria State to translate national level policies to the state and county level in order to develop and better manage the WASH facilities and services and meet local needs in a sustainable manner. In doing this, the infrastructural development efforts under the wider Water for Eastern Equatoria State project (managed by Niras) was strengthened and local governments were institutionally prepared for taking over management responsibilities of provided infrastructure.

The programme contributed to increased human security in greater Wau and greater Torit through interlinking and strengthening community-based peace building initiatives, decentralised government services and socio-economic peace dividend.<br />
