General Objective:

The wider objective of the project is Improved municipal governance and service delivery in Myanmar

Specific Objective:

The specific objective: Improved functioning of DAOs at township and state/region level in Chin State and Tanintharyi Region.

Expected Results:

The expected results of the project are:

  1. Strengthened capacities of township DAOs/DACs in planning, budgeting and revenue generation.
  2. Improved ability of township DAOs/DACs to deliver quality services for priority areas.
  3. Enhanced access to information, accountability and transparency of township DAOs/DACs towards CSOs, local businesses and urban residents
  4. Increased capacity of S/R DAOs to support the functioning of township DAOs, and to share emerging knowledge of good municipal governance countrywide.
  •  1.1 Training and process support plans with TDAO staff and DAC members for planning and budgeting capacity developed and implemented
  • 1.2a. 3-year rolling plans developed in a participatory manner.
  • 1.3 Strategy to improve revenue collection developed and implemented
  • IT solutions functioning in 7 towns
  • Standard Operating Procedures (SOPs) that clarify mandates, roles, responsibilities and procedures of TDAO and DAC on tax collection and multi-year planning developed

 

  • 2.1 TDAO/DACs, CSOs and private sector have participated in social accountability processe
  • 2.2 Needs of various (vulnerable) resident groups, including women and youth, have been considered in service improvement plans
  • 2.3 Priority projects to improve service delivery implemented
  • 2.4 Service maintenance and (participatory) monitoring plans developed as part of 3-year rolling plan

 

  • 3.1 Actionable information sharing and communication towards citizens is improved.
  • 3.2 TDAO plans, budget and expenditure information is available to the public
  • 3.3 (s)elected DAC members and ward administrators have improved capacities to represent citizens
  • 3.4 TDAO/DACs manage a (social media) platform to inform the public and get feedback on services

 

  • 4.1 Functional high level Steering Committees in TR and CS region
  • 4.2 (bi-annual) learning benchmarks for S/R DAO, TDAO/DACs, CSOs, business community, local partners and other stakeholders organised
  • 4.3 Relevant regulations and systems emerging from good practices developed.
  • 4.4 S/R DAO respond to requests for capacity development support from non-targeted TDAO/DACs
  • 4.5 Municipal laws reviewed
