This program supports subnational governments in Iraq (the Kurdistan Region and Nineveh Governorate) in securing a stronger mandate and improving local service delivery for both host and displaced communities. The focus areas include waste management (composting, segregation and plastics), drinking water, local economic development, local administration and citizen engagement.
Improving the responsiveness of Iraqi subnational governments and local service provision directorates to the needs of host and displaced communities is the central aim of this initiative.
This is pursued through 4 key sub-objectives:
VNG International Iraq emphasizes collaboration with local counterparts, particularly the Governor and Vice-Governor of Duhok, as well as the Ministry of Municipalities and Tourism (MoMT). Securing their support is essential to the success of our initiatives. We prioritize a sustainable approach by formalizing partnerships through Memoranda of Understanding (MoUs) or Letters of Cooperation. This ensures that local stakeholders are equipped to sustain project activities, such as the maintenance of machinery, beyond the project’s conclusion in 2026. Our technical assistance includes both expert support and city-to-city cooperation with Dutch municipalities.
Results of SDLG activities so far:
Camp transformation process
SDLG Iraq supports the transition of full responsibility for local refugee camps from UNHCR to the local government. This includes advising on financial sustainability and establishing a steering committee that brings together local stakeholders and experts to guide the process.
Investment in the Kwashe Solid Waste Treatment Plant
This project focuses on the collection and processing of both organic and non-organic waste. International experts have installed a composting unit that produces organic compost for agricultural use. Profits from compost sales will be reinvested into the Kwashe Treatment Plant to support its long-term sustainability.
Partnership with the Dutch municipality of Rheden
Rheden actively shared its expertise in solid waste management, including awareness campaigns, legislation, and taxation, as well as in local economic development. This collaboration has led to the establishment of a Triple Helix Sustainable Development Board, which consists of the Duhok University’s College of City and Regional Planning, the local Chamber of Commerce and the Mayor of Duhok.
