VNG International works in Benin since 2008 and is currently implementing five projects, focusing on Locally Led Adaptation and water resource management (SDLG Water and DURAGIRE), Local Economic Development (PartiCiP au DEL), public finance governance (ReForme) and land administration for the creation of the national cadastre (PPMEC). We have strong links with our sister organisation ANCB (Benin LGA) and our in-country team has known a recent exponential growth, gathering now almost 30 people. Our projects are financed by the Ministry of Foreign Affairs in The Netherlands and GIZ.

Mr. Hervé DOSSOUMOU
Country Representative & Director of Programs
Land Management & Gender Expert under PPMEC
Economist, project manager and Geography and Environmental Management graduate. He joined VNG International in 2012 as an Expert in local development, land management and gender and has evolved towards the management team thanks to his expertise and support to our organisation in Benin.

Mme Sylvie YETONDJI
Director of Operations & Administrative and Financial Manager
Sylvie holds a Master of Business Administration (MBA) in project and programme management. She joined VNG international Benin as Administrative and Financial Manager, responsible for the Local Land Management Support Project (PFL, 2015-2018), the Land Administration Modernisation Project (PMAF, 2019-2022) and the National Cadastre Scaling Project (PPMEC, 2023-2024). She has been Director of Operations since 2023.

Mr. Bène TOSSENOU
Chartered Surveyor Engineer for PPMEC
Member of the Ordre des Géomètres Expert du Bénin and land surveyor for more than 12 years, Bène has been working since 2019 as an expert in topography, cartography and RIS management as part of a multidisciplinary technical team for VNG International, through the Land Administration Modernisation Project (PMAF), which in 2024 became the National Cadastre Scaling Preparation Project (PPMEC). 3.

Mr. Victor AGOGNON
Project Coordinator for SDLG Water Benin

He holds two Masters degrees in Community Development and Local Development and Decentralisation, and is a member of the global Mandela Washington Fellows and Obama Leaders networks. With more than 16 years’ experience in local and community development, Victor worked closely with VNG International through the Local Governance Capacity Programme (LGCP, 2012-2016) and is currently Coordinator of our SDLG Water Project

Mr. Thierry TCHEKPO
Coordination and Local Planning Advisor for DURAGIRE
Thierry holds a master’s degree in urban planning, development planning and forecasting, as well as a master’s degree in the management and evaluation of public policies. He previously worked for a 6-commune intercommunal authority, and he was also recently Director of Land and Property Affairs for the Abomey municipality. He joined VNG International Benin in 2024 as Coordinator and Local Planning Adviser on the DURAGIRE Programme.

Mme Monique Z. GBAGUIDI
LED Programme Officer for PartiCiP au DEL
She holds a Master’s degree in Innovations, Development & Societies (IDS), with additional training in Public Policy Analysis and Evaluation (CAEP) and over 15 years of experience in promoting the local economy and WASH. She joined the VNG International Benin team in October 2017 as National Technical Assistant (NTA) on the OmiDelta programme and became DEL Programme Officer for the PartiCiP au DEL programme in 2022.

Mr. Baldomer Agbodové MIGAN
Integrated Water Management Expert for SDLG Water Benin
A trained environmental geographer specialising in water and the management of associated ecosystems, Baldomer has 15 years’ experience in the field of water management and associated ecosystems. He has in the past coordinated stakeholders, managed budgets, and thus operationalised, created and implemented systems for monitoring and evaluating the impact of projects.

Mr. Arsène J. S. AKOGNONGBE
Integrated Water Resources Management Advisor for DURAGIRE
Arsène holds a Master’s degree in Water and Environmental Sciences (MREE) and a Master’s degree in Geography. He specializes in Hydrology, IWRM, Climate Change in relation to Disaster Risk Management, Gender, Resilience, Health and Community Development. He is a national trainer in climate change and disaster risk management, and worked with several organizations on the implementation of IWRM-related development projects. ects.

Mme Prisca Sylvie SODEGLA
Integrated Water Resources Management Advisor for DURAGIRE
Prisca holds a Master’s degree in Project Management and Local Development and a Professional Degree in Water Science and Technology. She specialises in IWRM, climate change, gender and local governance, territorial diagnosis, sanitation and basic hygiene. She joined the VNG International Benin team in 2019 on the PSL Water project and works now as IWRM Advisor under DURAGIRE.

Mme Monondé Chirelle R. HOUNDELADJI
Monitoring, Evaluation and Capitalisation Assistant for DURAGIRE
Chirelle holds a Professional Degree in Project Planning and Management and specialises in project monitoring and evaluation. She previously worked as a monitoring and evaluation assistant on various development projects. As Monitoring, Evaluation and Capitalisation Assistant on the DURAGIRE programme, she joined VNG International Benin in February 2024.

Mme Marlaine Linedor A. M. AGOSSOU
Finance Manager
Marlaine holds a Master’s degree in Audit and Management Control and a Higher Technician’s Diploma in Business Management. She has more than 10 years’ experience in financial and administrative management, including mastery of the rules and procedures for financial, accounting and administrative management of projects. She joined VNG International Benin in 2016 under the PFL project.

Mme Sena Vicentia KPEHOUN
Finance Manager
Sena is an accountant and financial analyst, with solid experience in client portfolio management and accounting management, applied to the retail, agri-food and automotive sectors. In her quest to add value and cross-fertilise her previous experience in an international not-for-profit organisation, she joined VNG International Benin in 2024 and holds the position of Finance Manager

Mr. Oswald Sègla Bonaventure ACAKPO
Land Tenure Assistant for PPMEC
A legal officer by training, Oswald holds a Master’s degree in Legal Sciences, with a major in Business Law and Judicial Careers. Since February 2010, he has gained experience in the field of land tenure on several projects/programmes focusing on securing land tenure in both rural and urban areas in Benin.
Within the PPMEC project, he holds the position of Land Tenure Assistant where he mainly supports the Deputy Project Manager and Land Tenure and Gender Expert in monitoring all the project’s land tenure activities, with the mission of securing land tenure in the various communes where the project is active in Benin.

Mr. Donald BALLO
Operations Facilitator for SDLG Water Benin
Donald holds a Master’s degree in Language and Communication Sciences and a Master’s degree in Gender and Development Project Management (pending), both from the University of Abomey-Calavi (UAC) in Benin. He brings with him previous experience in education, literature, languages, civilisations, web writing and journalism, as well as a great passion for issues relating to the environment, climate change and communication for development.

Mr. St François-Xavier Sègbégnon HOUNMENOU
Operations Facilitator for SDLG Water Benin
He holds a degree in Physical Geography specialised in Climatology, and shows experience within NGOs as a community volunteer and IRWM awareness raising Animator; and socio-fonetary Investigator. He joined VNG International Benin in 2024 as Operations Facilitator under SDLG Water.

Mme Chérifatou AKAKPO
Operations Facilitator for PartiCiP au DEL
Chérifatou has a Master’s degree in sociology, specialising in the healthcare system. She has experience in teaching, running youth clubs on Adolescent and Youth Sexual and Reproductive Health (ASYRH) and in human resources management. She joined VNG International Benin in 2024.

Mme All-Glory Morelle Sèmèvo QUENUM
Finance and Administration Assistant
With a master’s degree in management control, audit and finance, All-Glory has several years’ experience in accounting, administration and financial analysis. In her view, administration and finance are essential for optimising the internal workings of the organisation and make a significant contribution to the smooth running of impact projects. She joined VNG International Benin in 2024.

Mr. Alain KODEGNON
Operations Facilitator for DURAGIRE
Alain KODEGNON holds a degree in Sociology-Anthropology of Development from the University of Abomey-Calavi and is trained as a geographer. He has extensive experience in community development and land management, including participatory mapping for national cadastre projects and as a contractual agent for INStaD during household surveys. Currently, he contributes his expertise in community engagement and social intermediation as an Operations Facilitator for the DURAGIRE project at VNG International.

Mr. Antoine N’BOUKE
Operations Facilitator for DURAGIRE
He holds a Master’s degree in Entrepreneurship and Project Management. As facilitator and in charge of Planning and Monitoring Evaluation, he demonstrates expertise in several projects based on community development (Hygiene and Sanitation, IWRM). He joined the VNG International Benin team in 2024 as Operations Facilitator on the DURAGIRE program.

Mr. Arnaud KPADONOU
Operations Facilitator for DURAGIRE
Holding a professional degree in Legal and Political Sciences with a specialization in communication and international relations, has gained extensive experience in social intermediation for development projects/programs. He has worked as a community facilitator on several projects, including the National Malaria Control Program, and more recently, as a facilitator for the DURAGIRE program for VNG International-Benin, focusing on community engagement, inclusion of vulnerable groups, and conflict management over water resources.

Mr. Jacob MAMA
Operations Facilitator for DURAGIRE
He holds a Master’s degree in Local and Territorial Development, and has experience as an associate consultant and facilitator on climate resilience projects. He joined the VNG International Benin team in 2024 as Operations Facilitator on the DURAGIRE program.

Mme Octavie SOMAKPO
Operations Facilitator for DURAGIRE
Holder of a Master’s degree and a Bachelor’s degree in Geography and Land Management obtained at the Faculty of Arts, Letters, and Humanities (FLASH) at the University of Abomey-Calavi (UAC) in Benin, Octavie has experience in the field of Integrated Water Resources Management (IWRM), biodiversity conservation, and combating Climate Change.
