VNG International has previously worked in Algeria from 2019-2022 and is now commencing the implementation of the ADIL (Appui au développement local intégré) project, starting in late 2024. That includes the establishment and set-up of a new project office. VNGi’s work in Algeria will be developed at central level and in 12 municipalities in 4 different wilayas. The focus is on strengthening local governance and supporting Algeria’s government in its local economic development and decentralization efforts. ADIL is financed by the European Union and co-financed and managed by the Dutch Ministry of Foreign Affairs under the EU Delegated Cooperation mechanism.

Mr. George Hartman
Team Leader
Mr George Hartman has a long-standing experience within the Middle East, North Africa and South Asia as a team leader and consultant. He has worked with VNG International for 10+ years in different countries such as Iraq, Kurdistan and Jordan. His experience particularly pertains to institutional reforms, development of local governance, decentralization, regional planning and change management. George is the Team Leader of the ADIL project.
Ms. Soumeya Haouchine
Deputy Team Leader/ Country representative
Ms. Soumeya Haouchine has 10+ years of experience working for different international organizations such as GIZ Algeria. She has been working with VNG International since 2020. There, among other positions, she was responsible for the pilots’ implementation of the SHIRAKA project (RVO Netherlands – MENA partnership). Soumeya is Algerian national and will cover the position of Deputy Team Leader for the ADIL project.
