The wider objective of the project is to support the World Bank to advise Local Self-Government Units (LSGs) how to develop/enhance Disaster Risk Assessment, Local Protection and Rescue Plans and Local Disaster Risk Reduction Plans as stipulated in the national Disaster Risk Management law from 2018, with a particular focus on flood hazard and, with the stipulations of the EU Flood Directive in mind, align those plans with the flood risk management and the respective operational action plans in case of floods.

The expected results of the project are:

(i) An assessment of the current Disaster Risk Assessment, Local Disaster Risk Management Plans and Local Protection and Rescue Plans of the Local Self-Government Units with focus on floods;
(ii) An assessment of the flood vulnerabilities of the Local Self-Government Units using the most recent flood hazard and risk data to prioritize capacity building and plan formulation at LSGs;
(iii) A detailed set of recommendations how to further improve the methodological approach by using existing flood hazard and risk data to develop the flood-related Disaster Risk Assessments, Local Disaster Risk Reduction Plans and Local Protection and Rescue Plans of these LSGs;
(iv) Capacity building of LSGs on disaster risk management and rescue and protection planning using international best practices;
(v) Dissemination of results.

Task 1

Inception: prepare a detailed methodology and work plan based on preliminary consultations with relevant counterparts in Serbia, and review of existing reports and data
