This project helps local governments in Uganda join forces to finance infrastructure. By creating a shared funding mechanism and building practical capacity, it enables more efficient, scalable investment in local and regional priorities.

General Objective

The wider objective of the project is to design a sub national pooled financing mechanism for local governments and cities in Uganda and build their capacity to operationalize it.

The purpose of the subnational pooled financing mechanism for local governments and cities in Uganda is to provide a mechanism for cooperation between local governments in Uganda with the aim of achieving cost efficient financing for sub national and regional infrastructure projects, either through individual projects or through the aggregation and pooling of small projects.

Expected Results

The expected results of the project are:

  1. To conduct a desk study to inform the design of a subnational pooled financing mechanism
  2. To design the subnational pooled financing mechanism for local governments and cities
  3. To build the capacity of local governments and cities to operationalize the subnational pooled financing mechanism
  • Analysis and review of relevant studies, legal environment, and international and local mechanisms to inform the design of the fund
  • Draft subnational pooled financing mechanism design for Uganda
  • Dissemination of the design for the subnational pooled financing mechanism
  • Development of a working toolkit
  • Provision of capacity building support
  • Provision of appropriate technical support and guidelines for fund operationalisation
