The objective of SDLG Mozambique, is to continue to build upon previous experience in Mozambique focusing on land administration, to improve local revenue mobilization (own source revenue) within local governments in Mozambique. This will ultimately result in improved service delivery, more inclusive policies, citizen engagement and improved leadership.   

Approach

VNG International has had previous experiences in Mozambique focusing on land administration with the BLAS projects. Aiming for a sustainable approach, we decided to build upon this project and focus on property taxation. Initially in the municipality of Beira (CMB) but continuing in other municipalities, such as Chimoio. Existing cadastral systems can be tied to newly developed tax systems or tax systems already in use by other municipalities, thus facilitating collaboration between municipalities to improve the collection of OSR. This will improve service delivery in the municipalities and lead to inclusive policies, citizen engagement and improved leadership.  

Results

So far one of the main results has been intermunicipal collaboration between the municipalities of Beira (CMB) and Chimoio (CMC). This allows for the continuation of technical exchanges between different departments (IT, tax, planning and communication) of both municipalities. Furthermore, a leadership programme has been executed with the staff of CMB, to enhance their planning and management skills. The community stakeholder involvement by the local councils has been increased. Improvement of urban mapping with the help of aerial images and a tax-digitalisation process is contributing to improved OSR, to ultimately improve service delivery.
