With over 80% of South Sudan’s population living in rural areas, secure land rights are key to investment, food security and reducing land conflicts. This project supports a conflict- and gender-sensitive approach to land governance and contributes to ongoing land reform and policy discussions.

Objective

The objective of the project is the understanding of relevant actors for a conflict-, gender- and context-sensitive management of the legal, social, and institutional framework of land rights has been improved.

Approach

Under this project, the team delivers a analysis in the form or a study report, analyzing the existing legal, social and institutional framework conditions in South Sudan. Furthermore, the team develops tools and recommendations for a conflict-, gender- and context-sensitive documentation and mapping of land rights. In addition to a desk and literature review, a primary data collection was conducted with key informant interviews and focus group discussions on national and local level with a case study of Yei River County. VNG International is being facilitated by and working with GIZ South Sudan and the Local Government Board, a close partner of VGN International in the country.

Expected results

1. Conduct a study that examines to what extent the existing legal, social, and institutional framework can contribute to food
security and improved peaceful coexistence in South Sudan, considering principles such as Leave No One Behind (LNOB), Do-No-Harm (DNH), Free Prior and Informed Consent (FPIC) and Fit for Purpose (FFP).
The results of the study shall identify synergies with existing TC modules to complement and support them with the aim of improving the sustainability of their interventions.

2. Furthermore, the study shall identify potential new, complementary, or crosscutting components for future TC modules. As part of the tender and to carry over the findings from paper to practice a conflict-, gender- and context-sensitive process for the documentation and mapping of land rights shall be developed and piloted. As a final product, a catalogue shall be developed containing recommendation for development cooperation interventions including information on costing.

  • Work Package 1 (WP 1): Designing and conducting a mapping exercise on existing legal, social, and institutional frameworks on land rights.
  • Work Package 2 (WP 2): Designing a process for conflict-, gender-, and contextsensitive process for documenting and mapping land rights.
  • Work Package 3 (WP 3): conduct one (1) test pilot of implementing the process developed under WP 2.
  • Work Package 4 (WP 4): Prepare one (1) catalogue with recommendations for the implementation of development cooperation measures, including cost calculations.
