Objective

The overall objective of the project is to promote integral urban development in the fifteen municipalities in the area of the metropolitan train in Costa Rica. The project aims to strengthen urban governance through:

  • Sub-Regional coordination mechanism for the fifteen municipalities for decision taking and implementation of projects within the territory;
  • Ensuring the inclusion of vulnerable groups and the respect of gender equity in the management of urban development focused on transport;
  • Support to economical reactivation, urban innovation and prosperity in the zone of influence of the Electric Train;
  • Contribution to the environmental quality and resilience of the surrounding and connecting areas of transport corridors.

Approach

The project promotes mobility planning through the lens of the SDGs, making factors such as safety for women (SDG 5), physical accessibility for people with disabilities and the elderly (SDG 10), biodiversity promotion and resilience to weather extremes (SDG 13) integral parts of the plans. VNG International provides technical assistance to local governments to support:

  • regional development plans
  • municipal action plans
  • community engagement
  • space for tangible action through intermunicipal living labs and pilot infrastructural interventions in the public space

Through mentioned interventions the project works towards a safe, accessible, future-proof region where people can move freely, safely and pleasantly.

Results

  • Improved mechanisms of intergovernmental governance (both horizontal and vertical) for the development and implementation of the Sub-Regional Plan;
  • Improved mechanisms of participation in the private and financial sector in the governance, finance and implementation of the Sub-Regional Plan;
  • Improved mechanisms of citizen participation, in particular of vulnerable groups and with respect to gender equity in the development and implementation of the Sub-Regional Plan;
  • Guidelines for the Sub-Regional Plan and for local project plans of the integrated municipalities under the Sub-Regional Plan;
  • Improved complementary infrastructures in the surroundings of the train, including pavements, public spaces, pedestrian and cyclists roads.
