Programme Objective

The overall objective of the AVERDHA Project is to support the municipalities affected by the earthquake in the reconstruction processes and reactivation of municipal facilities and services, and to strengthen the involvement of the population in developing concrete solutions for the sustainable revitalization of their territory. Specifically, it aims to provide technical support to the four pilot municipalities to ensure sustainable reconstruction of municipal public facilities and improve the provision of quality local public services. Additionally, it seeks to contribute to the socio-economic recovery of the affected territories through particular support for the development of micro-projects carried out by CSOs and actors in the social and solidarity economy. Furthermore, the project intends to strengthen the capacities of local elected officials and municipal agents in governance, administrative management, participatory local management, and risk management. Finally, it aims to capitalize on the experiences gained within the framework of the project and other successful experiences in the Al Haouz province, and promote the transfer of knowledge and skills learned to other affected municipalities.

Expected results

Upon completion of the support provided by the Project implemented by VNG International, the following results are expected: The four pilot municipalities have launched or are able to launch the reconstruction of vital public facilities. Micro-projects initiated by CSOs and cooperatives contribute to the socio-economic recovery of the affected territories. The capacities of local elected officials and municipal staff of the four pilot municipalities are strengthened in terms of local affairs management, particularly in crisis contexts. Other affected municipalities in the Al Haouz province and beyond benefit from the experiences of supporting reconstruction, opening up isolated areas, and socio-economic recovery initiated in the pilot municipalities.
