Learning benchmarks

VNG International’s Learning Benchmark is a proven and powerful instrument for building the capacity of local governments. With over fifteen years of experience across multiple countries, the model has shown to:

How it works

We facilitate guided, structured learning cycles with groups of local governments. These cycles are based on objective data collection, comparison and analysis, and lead to the implementation of targeted improvement measures.

The model consists of four stages:

  1. Collect: data is gathered on service delivery performance using predefined indicators.
  2. Compare: results are compared across participating local governments to identify differences.
  3. Learn: municipalities exchange knowledge and learn from top-performing peers.
  4. Improve: best practices are adopted to enhance performance and service delivery.
