SDLG OSR Palestine

Objective

The wider objective of the project is to support Palestinian municipalities to enhance their property data management, use this property data for improved services and improved own source revenue.

Specific objectives

• Palestinian LGs make use of their mandate by taking responsibility for their role in the revenue process.
• Palestinian LGs improve their administrative capacity to provide and fund municipal services in a data driven manner
• Palestinian LGs act more accountable and more transparent over services and OSR in a data driven manner

Based on the activity components, the project aims for the following results:

• An improved municipal information position to be used for decision making for municipal services. Examples are in urban planning and service delivery of water and waste services.
• The municipalities are capable of using and maintaining a central database of property data and to connect this database to relevant municipal departments.
• The municipalities are capable of exchanging property related data with relevant external stakeholders in an automated manner, which results in improved data quality and reduced costs.
• The municipalities are capable of implementing a service improvement strategy based on improved property data management position.
• The municipalities are capable of improving their own source revenue collection based on the improved data management position.
• The municipalities engage and include their citizens using a digitalized approach, and provide services based on citizen’s needs.

The activities are clustered in 6 modules, ranging from 0 to 5. The modules 0, 1 and 2 are focused on the property data management capacities of Palestinian municipalities. Module 3 is designed to support the improvement of municipal service delivery such as water or solid waste in a data driven manner. Module 4 is focused on improved own source revenue to fund these services. Module 5 is aiming at making local government more transparent by supporting an online citizens portal where municipalities can interact with their citizens on services and revenues/municipal fees.

Modules

Module 0: Basic municipal property data management

• Activities: standardized data guide, training, data collection, upload
• Results: an improved municipal information position to be used for decision making for municipal services. Examples are in urban planning and service delivery of water and waste services.

Module 1: Municipal central database management

• Activities: database design, internal data exchange design & development
• Result: Municipalities are capable of using and maintaining a central database of property data and to connect this database to relevant municipal departments.

Module 2: Exchange of municipal data with external partners

• Activities: participate in working groups, design & development of data interface
• Result: The municipality is capable of exchanging property related data with relevant external stakeholders in an automated manner, which results in improved data quality and reduced costs.

Module 3: Data driven municipal service delivery enhancement

• Activities: data analysis, strategy development & pilot implementation
• Result: Municipalities are capable of implementing a service improvement strategy based on improved property data management position.

Module 4: Data driven own source revenue improvement

• Activities: data analysis, strategy development, pilot implementation
• Results: Municipalities are capable of improving their own source revenue collection based on the improved data management position.

Module 5: Citizen engagement & government transparency

• Activities: surveying, design & development of portal, communication strategy
• Results: Municipalities engage and include their citizens using a digitalized approach, and provide services based on citizen’s needs.

The project activities include the development of reference guides, data and information models, operational manuals, training materials, IT and GIS tooling, performing training, supporting pilot implementation, participating in central working groups and engaging with relevant stakeholders.
