The wider objective of the project is to support Palestinian municipalities to enhance their property data management, use this property data for improved services and improved own source revenue.
Based on the activity components, the project aims for the following results:
The activities are clustered in 6 modules, ranging from 0 to 5. The modules 0, 1 and 2 are focused on the property data management capacities of Palestinian municipalities. Module 3 is designed to support the improvement of municipal service delivery such as water or solid waste in a data driven manner. Module 4 is focused on improved own source revenue to fund these services. Module 5 is aiming at making local government more transparent by supporting an online citizens portal where municipalities can interact with their citizens on services and revenues/municipal fees.
The project activities include the development of reference guides, data and information models, operational manuals, training materials, IT and GIS tooling, performing training, supporting pilot implementation, participating in central working groups and engaging with relevant stakeholders.
