Objective

The overall objective of the project is to support Algeria in the context of the new deconcentration-decentralisation process and its integrated territorial development approach. With this Shiraka project presented here, we are making a modest first step towards achieving this goal.

Specific Objectives:

  • Bilateral cooperation on local governance between the Netherlands and Algeria is strengthened.
  • Mechanisms for dialogue and exchange between territorial authorities and the national government in Algeria are put in place and institutionalised as the first step in public administration reforms.
  • Local economic development is at the heart of the collaboration between the territoral authorities and the national government.

Component 1 intergovernmental dialogue

Training on dialogue and cooperation between administrations is organized.
The organization of inter-administrative round tables for the development of local plans.
Coaching for the different levels of administration in the area of decentralization and cooperation between territorial authorities and national government.

Component 2 local development planning

Assess how to institutionalise the process of participatory strategic planning and planning to strengthen local development and initiate economic take-off
Strengthen the human capacities of the administrative staff of the General Directorate of Local Authorities of MICLAT
Coaching of the municipalities and Wilayas in the area of local economic development and for territorial marketing.
Formulate local plans for local economic development and for territorial marketing.
Identify possible pilots projects in the communes.
Needs assessment geographic information system for monitoring of territorial development.
Propose design for GIS system based on analysis of the abovementioned needs.
Identify opportunities for enhancing local taxation and resource mobilisation at decentralised levels.
Propose plan for seizing these opportunities.
Propose plan for establishment of adequate human resources including for related training/capacity building for transfer of competencies and technical knowledge related to:
– Strategic planning for integrated local development
– Local economic development
– Territorial marketing
– Inter-administrative coordination
– Monitoring (including through use of GIS)
– Local taxation & resource mobilisation.
Implement the action plan related to knowledge building
Monitor the implementation of the activities by the various steering committee bodies
Evaluate the performance and capitalise on the achievements and learn from the possibly unsatisfactory results of the transfer of know-how and implementation methods from Dutch municipalities to Algerian municipalities.

Component 3 Bilateral exchange on economic development

The organization of a study visit to the Netherlands with representatives of municipalities, Wilayas and MICLAT.
The organization of sessions focused on the exchange of knowledge and experiences through the following (non-exhaustive): virtual study tours; real life study visits; online sessions, trainings, webinars; availing online platform for learning, knowledge-sharing, coaching and peer support; case studies.
