This project supports local civil society organisations in strengthening community resilience and contributing to reconstruction efforts through grants, training and technical assistance.
The project aims to strengthen the capacity of civil society organisations (CSOs) and support the implementation of community-based reconstruction and resilience initiatives. The programme combines financial support, technical assistance and coordination to help local organisations play a stronger role in recovery and resilience building.
The first component provides small grants to local CSOs for reconstruction and resilience projects. Calls for proposals are organised twice a year. Applications are assessed against clear eligibility criteria and selected projects are implemented by local organisations.
A structured but accessible grant cycle has been developed to support implementation, ensure transparent grant management and encourage learning and knowledge sharing throughout the programme. Awareness and outreach activities are carried out in advance to ensure stakeholders are informed about funding opportunities.
The second component focuses on strengthening the capacity of local CSOs. Training and technical support are provided to help organisations design and implement projects effectively. Where possible, activities are delivered online to accommodate social distancing measures.

The third component supports overall project management and coordination. This includes daily programme management, financial oversight, monitoring and evaluation, reporting, documentation of good practices, and knowledge management.
The project also supports communication, awareness raising and coordination between stakeholders involved in the grant mechanism and project implementation cycle.
The programme aims to support 100 grant projects, reaching around 10,000 citizens.
