The city of Beira has daunting challenges. It is prone to experience the effects of climate change and recurring cyclones have become a reality. At the same time a growing number of people are settling in the city coming from the countryside, who still need to get used to life in the city and adapt from what they are used to in a rural context. The growing informal settlements have led to the fact that two thirds of the city consist of informal peri-urban areas around the ‘cement city’, with unfavourable living conditions often located in areas at risk of flooding. The ambitions of the city council for improvement – as written down in the masterplan 2035 and later updated in the Beira Reconstruction and Resilience Plan are huge, but the municipal funds available annually are very limited.

This project will further support CMB in enhancing its land administration (Outcome 1), engaging in more orderly urban planning (Outcome 2), and bringing its leadership and communication to a higher level (Outcome 3). Together, this enhanced capacity of CMB on a broad range of issues will allow the municipality to deliver better and more responsive services to its citizens, an assume its role as a strong partner in strengthening the resilience of the city to the adverse effects of climate change.

Outcome 1: Improved effectiveness, efficiency and sustainability of CMB land administration

1.1 The existing registry is being consolidated and maintained
1.2 Registration and Construction Processes continue to be digitized and optimized
1.3 Process Chain being fulfilled
1.4 Information as a basis for taxation is available
1.5 The IT strategy for CMB is designed and implemented

Outcome 2: More orderly planning and execution of expansion areas and informal neighborhoods by the CMB

2.1 The Land Administration System is used to allocate plots
2.2 Enhanced capacity of the CMB in planning and monitoring urban development
2.3. The CMB has a vision on the requalification of informal neighborhoods
2.4 Pilot executed on Urban Planning in coordination with neighborhoods and citizens

Outcome 3: More effective leadership, coordination, communication and execution by CMB

3.1 Vision on donor activities is developed
3.2 Donor coordination meetings are hosted and chaired by CMB
3.3 Enhanced capacity of CMB on external communication and advocacy
3.4 Strengthened leadership of CMB
3.5 Enhanced capacity of the Mayor’s support office
