Uganda, Consultancy to design Sub-National Pooled Fin.Mech

General Objective:

The wider objective of the project is to design a sub national pooled financing mechanism for local governments and cities in Uganda and build their capacity to operationalize it.

The purpose of the subnational pooled financing mechanism for LGs and Cities in Uganda is to provide a mechanism for cooperation between local governments in Uganda with the aim of achieving cost-efficient financing for sub-national and regional infrastructure projects. Which can be through individual projects or through the aggregation and pooling of small projects.

Expected Results

The expected results of the project are:

1. To onduct a desk study as to inform the design of a subnational pooled financing mechanism
2. To design the subnational pooled financing mechanism for LGs and Cities in Uganda
3. Touild the capacity of LGs and Cities to operationalize the subnational pooled financing mechanism

• Analysis/Review of relevant studies, legal environment, international and local mechanisms to inform the design of the fund.
• Draft subnational pooled financing mechanism design for Uganda
• Disseminate the designfor subnational pooled financing mechanism
• Develop a working toolkitProvide capacity building support
• Provide appropriate fund operationalization technical support and guideline
