VNG International develops and executes learning benchmarks for governmental organisations. With the use of the VNG International benchmarking model (c) achievements of organisations are compared to enable participants to learn from organisations that perform well and improve their own performance.

VNG International has been developing benchmarks in a number of countries, including South Africa, Namibia, Tanzania, Benin, Kosovo and Czech Republic. Examples of the topics of benchmarks that have been implemented are: public participation, local economic development, local response to HIV and AIDS, housing and accountability in agriculture. Contracting partners are international donor organisations, ministries, provinces or individual municipalities.
