Summary
The wider objective of the project was to contribute to the implementation of the Serbian Public Administration Reform Strategy to meet EU standards of good governance.
The specific objective was to establish an enabling framework for enhancing capabilities and capacities of local self government personnel to meet EU standards of good governance.
The results were:
- A training needs analysis was developed.
- An comparative analysis of seven other countries: Czech Republic, Bulgaria, Macedonia, Lithuania, Turkey, Poland, Netherlands.
- The stakeholder analysis and legal framework analysis were created.
- A workshop related to the process of drafting the Strategy was held.
- Draft National Training Strategy was submitted to the Ministry of Public Administration and Local Self-Government (MPALSG) and used as input for the final workshop and for the final version of the NTS
- A second workshop was held on the future implementation of the NTS.
- The National Training Strategy was approved as a pre-draft by the Ministry.
- A questionnaire on the training needs of the employees of the MPALSG.
- The training programme was finalized in consultation with the MPALSG, and implemented.
- Two study visits were organized, one to the Czech Republic and one to the Netherlands.
