Summary
The wider objective of the project was to visibly improve the capability of The Albanian Association of Communes (AAC) to contribute to the improvement of the conditions for communes and their services.
The specific focus of this project was to further develop the capacity of three key functions of the local government association (AAC), namely:
- Representation of local governments' interests.
- Provision of services to local governments and training of local government staff
- Provision of a platform for dissemination of information to local governments
The main result of the project was that the AAC could continue with its tasks with limited international financial assistance (less than 50% of its turnover), which are that
- The AAC adequately represents its members
- The AAC has qualified executive staff
- The AAC has a system for financial self support
- The AAC has a system for advocating the interests of communes towards the central government
- The AAC provides services that the members benefit from
- The AAC has a system by which it can disseminate information and communicate with its members
