LOGO (Local Government) East was a grant programme which aimed to strengthen local and regional governments in Romania, Bulgaria, Turkey, Serbia, Ukraine and the Russian Federation through partnership projects with Netherlands municipalities, water boards and provinces. The partnerships (‘Twinnings’) were sometimes complemented by a third partner (‘Trinning partners’) from the newly accessed EU countries (Estonia, Latvia, Lithuania, Poland, Czech Republic, Slovakia, Hungary and Slovenia).  

The Programme was implemented from 2005-2007, but the Netherlands Ministry of Foreign Affairs (the donor) decided to make new funds available which allowed the implementation of a second Programme with a more or less similar outlook. The second phase ran from 2007 to 2010.

The final activities of phase II took place in February 2010.
