Serbia – Municipal Support Programme IPA 2007 (€8 million) - 18-12-09

In a consortium led by GTZ, VNG International was awarded another project to support good local governance, planning and service delivery in Serbia. This project is part of long-standing technical assistance and grant support for municipal development in Serbia involving in many occasions partnerships between VNG International (as lead) with the Standing Conference of Towns and Municipalities and the Ministry of Public Administration and Local Self-Government in Serbia. The new project can therefore build on earlier (VNG International) achievements, good practices and success stories stemming from the “Municipal support programme for North Eastern Serbia” (ongoing), “National training strategy” and “Exchange I” projects.

The new project is structured around four components – municipal planning, municipal finance, administrative efficiency and grant scheme management. All components interrelate. One example of this is that the component concerning administrative efficiency directly involves the human resources capacity for planning and administering finances; the grant scheme can address capacity building for any of the other three components. In general, the focus for each component will be on improving the capacities for good governance and municipal management at the local level, as well as service delivery to citizens and local economic development.
