Launch of Sustainability Tools in Local Government Support project Kosovo - 17-11-10

On October 28, the EULoG (EU Local Government Support project) project in Kosovo invited Mayors and Deputy Mayors of all Kosovar municipalities and other interested parties for the presentation of the results of the EULoG Project and the launching of the project’s sustainability tools. The achievements so far within the project and the manuals supporting the functioning of local government that have been developed were presented and discussed.

Mr. Raif Elezi, Acting  Minister of Local Government and Administration, welcomed the participants and informed them on what Kosovo is doing to further the decentralisation process and what this implies for the country in its EU accession process. Mr. Kjartan Björnsson,  Head of Operations of ECLO (European Commission Liaison Office to Kosovo) elaborated on the European Union’s support to local government and its importance for accession. In the last speech of the event, Mr. Peter Knip, director of VNG International focused on the important handbooks and manuals that have been developed within the project. The latter include an assessment handbook and strategy for municipal inspections, a HRM handbook on developing municipal teams,  and a citizen participation handbook.

Mr. Knip further emphasised the important results that have been achieved so far within the project. These include the development of inter-municipal agreements, the introduction of municipal commissions for strategic development, and the implementation of citizen awareness programmes.

The EULoG project supports the municipalities of Kosovo by developing their capacity to advance  reforms and the decentralization process. It is particularly focused on improving the municipalities’ management skills, service delivery, and dialogue with citizens. The EULoG project is implemented by VNG International, in consortium with Eptisa Internacional.
