HRM professionals visit the Netherlands - 12-03-10

Last week, a delegation of 16 human resource management (HRM) officials from Kosovar municipalities visited the Netherlands for a study programme organised by VNG International. The programme intended to strengthen a series of workshops about HRM and internal organisation of VNG International’s capacity building project in Kosovo.

Several Dutch municipalities were visited, such as the municipality of the Hague, Zeist, Diemen, and Haarlemmermeer. Moreover, public and private sector organisations were invited to organise a workshop or presentation. STEK, Foundation Labour market and Education fund, and Foundation Public Domain all provided the 16 officials an interesting morning or afternoon session.

Themes that were touched upon during the study visit included the relationship between politics and professional civil servants, the structure of a HRM department, integrity programmes, and citizen participation. Moreover, the delegation was in the Netherlands at the time of the municipal elections. Therefore, they were able to witness the preparations leading up to the actual election day and visit a local polling station on the third of March.

At the end of the week, the group was addressed by HE Mr. Rexhepi – Kosovo’s ambassador in the Netherlands – and closed their programme with a farewell lunch.
