VNG International strengthens the capacity of local governments and their associations in nine developing countries through the Local Government Capacity Programme (LGCP). The programme aims to improve the municipal conditions for economic development. It is aimed at the following African countries: Benin, Burundi, Ghana, Rwanda, Uganda, South Africa, South Sudan, plus Nicaragua and the Palestinian territories.
Research has shown that a colleague-to-colleague approach is highly effective and efficient to strengthen the local capacity in partner countries. This is why we deploy the expertise available among local governments in the Netherlands and, when it is worthwhile, of provincial authorities, water boards, housing corporations, etc.
The programme is executed in close consultation with the Netherlands Ministry of Foreign Affairs and Dutch embassies and runs in line with the objectives underpinning Dutch development cooperation: food security, water management, citizen safety and legal order and sexual and reproductive health and rights
LGCP runs in the period 2012 – 2016. The programme is financed by the Netherlands Ministry of Foreign Affairs (€ 22.498.828). Since 1991, VNG International has been managing substantial capacity building programmes for hundreds of local governments in developing countries and transition countries.
