The Local Government Support Project in Moldova (LGSP) provided technical assistance to enable Moldovan local government to capitalize on decentralization reforms, take advantage of assistance programs provided through the Government of Moldova and donors and in doing so tackle the many challenges before them with a view to improve the quality of living of the Moldovan citizens. This overall objective has been achieved through the implementation of a result-driven approach, guiding the project activities focusing on the strengthening of local governance and municipal service delivery.
The project had three central objectives linked to a number of to be achieved results. They were as follows.

The project used an elaborate selection and phasing methodology and ensured that the TA provided was needs based and ensured sufficient accountability and sustainability for long term success. In the first phase the project implemented a Municipal Performance Index that was used as both a selection instrument for the involved municipalities and a needs indicator for the developed support packages. For three project periods, three cohorts of municipalities (12-15) were selected, and tailor made support packages were designed as the project worked towards the three stated objectives of the project as described above. Throughout the project an Excellence in Municipal Management certification programme was implemented. Through the EMM hands-on technical assistance was used including a mix of training methodologies such as training of trainers (ToT), seminars, and on-the-job coaching for the target group. VNG International provided trainers in all the fields of the EMM, throughout the implementation of the project and provided hands-on support to the participating municipalities.
